In another sign that FAFSA Simplification is on the way, the Department of Education recently notified financial aid professionals of some upcoming changes for the 2023-24 award year.

In a November 4 Dear Colleague Letter (DCL), the Department described new requirements for cost of attendance (COA), professional judgment, and independent student statuses to be implemented for the 2023-24 Award Year. The DCL includes a Questions and Answers section, which the Department said is to "assist institutions in implementing some of these new policies for 2023-24."

In the DCL, the Department said it is also implementing new Federal Pell Grant (Pell Grant) eligibility for students incarcerated in Federal and State penal facilities and restoring Pell Grant eligibility to students who had Federal student loans discharged under specific criteria in the 2023-24 Award Year. In the letter, the Department said it would be developing additional guidance on these topics.
