Another chance to participate in Second Chance Pell

In anticipation of legislative changes expanding Second Chance Pell, the Department of Education is inviting letters from colleges and universities interested in participating in the Second Chance Pell experiment.

In a July 30 Electronic Announcement, the Department said it will consider letters of interest from Title IV-eligible postsecondary institutions to participate in the Second Chance Pell experiment under the Experimental Sites Initiative (ESI).

The Second Chance Pell experiment was established in 2015 and the Department selected schools then and again in 2019 to participate in the program.

In the Announcement, the Department said the passage of the Consolidated Appropriations Act of 2021 further expanded the ability to serve incarcerated students by reinstating Pell Grant eligibility for eligible students enrolled in certain prison education programs beginning July 1, 2023. In preparation for these legislative changes, the Department will use findings from the Second Chance Pell experiment to determine what will be needed for institutions to comply with the new provisions. Postsecondary institutions interested in participating in the Second Chance Pell experiment beginning with the 2022-2023 award year should review the 2015 Notice and submit a letter of interest no later than October 28, 2021.
