Notice of Intent to establish Negotiated Rulemaking Committee

The Department of Education is seeking nominations for individuals to serve on the upcoming Negotiated Rulemaking Committee.

A January 27 Federal Register Notice outlined the intent to establish a Negotiated Rulemaking Committee that will prepare proposed regulations focusing on accrediting agencies and related institutional eligibility requirements under Title IV of the Higher Education Act (HEA). More detailed information on these topics is included in the Federal Register Notice.

Nominations for the committee must be received on or before February 26 and can be emailed to negregnominations@ed.gov. The committee will include representatives of organizations or groups that are impacted by the subject matter of the proposed regulations. 

The following schedule of in-person meetings at the Department of Education in Washington, DC has been established:

  • Session 1April 13-17, 2026 (9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.)
  • Session 2May 18-22, 2026 (9:00 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.)

The in-person meetings will be available for the public to watch via livestream and registration is required to observe the meetings either in-person or via livestream. The registration link will be available no later than one week prior to the start of the meetings.
