U.S. Colleges that are associated with a foreign source either through ownership or other business relationships face an important deadline later this month.
The Department of Education reminded institutions in a recent Electronic Announcement that the deadline for submitting disclosure reports is Thursday, July 31, 2025. Failure to comply with the reporting requirement could mean enforcement action.
The disclosure report filing is required whenever an institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source and if the value is $250,000 or more – either alone or in combination with other gifts or contracts with that foreign source – within a calendar year.
The announcement includes links to two resources for institutions:
- Section 117 disclosure reports reporting portal is located at https://partners.ed.gov/ForeignGifts
- Section 117 Frequently Asked Questions is located here
