The expansion of the Federal Pell grant program to cover short-term certificates and credential programs creates opportunities for both institutions and students.
However, the expansion, known as Workforce Pell, has also created a lot of questions.
To answer some of those questions, the Department of Education on October 15 announced the release of a Workforce Pell Frequently Asked Questions (FAQ) document.
The FAQs, which have been posted on the One Big Beautiful Bill Act Information Topics page, address how students and institutions establish and maintain eligibility for new eligible workforce programs. The FAQ covers the following topics:
- Program and Student Eligibility
- State Review and Certification
- Completion and Placement Rates
Workforce Pell was approved as a part of the Working Families Tax Cuts Act (also known as the budget reconciliation bill), passed by Congress, and signed into law in July 2025. In May 2026, the Department published final regulations regarding Workforce Pell (91 FR 29254) in the Federal Register.
Since publication of the final regulations, the Department said it has received various questions about the new Workforce Pell requirements.
In the announcement, the Department said it will periodically update the FAQs as it receives and answers new questions about the final regulations.
