Department posts final 2025-26 FISAP Form and related materials

The job of completing reporting and application requirements to participate in Title IV financial aid programs can wait, but the materials to help institutions get ready for the project are available now.

In a May 20 Electronic Announcement, the Department of Education said the Fiscal Operations Report for 2023–24 and Application to Participate for 2025–26 (FISAP) has been approved by the Office of Management and Budget (OMB). The Department said it has posted the FISAP Form, Instructions, and Desk Reference to the Knowledge Center.

The online FISAP will be made available on the Common Origination and Disbursement (COD) website by August 1.

In addition, the Department said it has also posted the 2025–26 FISAP Technical Reference that provides the technical specifications and record layouts for schools or other organizations who wish to design custom software systems.

In addition to updating references to the years, other updates have been made to FISAP, primarily related to CARES Act reporting.
