Federal Perkins Loan Servicer change announced

Schools with Federal Perkins Loan portfolios that they are assigning to the Department of Education will need to make note of the transition to a new servicer.

In an August 3 Electronic Announcement, the Department of Education (the Department) announced that they are transitioning the servicing of federal held Federal Perkins Loans from ECSI Federal Perkins Loan Servicer (ECSI) to GCR Servicing (GCR). The transition is anticipated to be completed by December 1, 2026.

Key dates for the transition include:

October 1, 2026 – ECSI will no longer accept submissions or resubmissions of Perkins Loans from schools. ESCI will continue to work through any existing pending assignments, so schools may still receive acceptance reports and other communications from ECSI after October 1. However, schools should not make any new submissions or resubmissions after that date as they will be rejected by ECSI. Any assignment packets and resubmissions that are not submitted to ECSI by October 1, will need to be submitted to GCR after the transition is complete.

December 1, 2026 – This is the anticipated completion date of the transfer of loans from ECSI to GCR, and the anticipated date that schools may begin submitting Perkins Loans for assignment to GCR. 

The Department will update the Perkins Assignment and Liquidation Guide by December 1 with GCR’s mailing address and other contact information, and information regarding the new GCR electronic assignment system.

The Department will keep the financial aid community informed about the transition through Electronic Announcements in the Knowledge Center.
