In addition to the looming deadlines for financial value and transparency reporting, another important deadline is approaching for some institutions of higher education.
The Department of Education recently released an Electronic Announcement for institutions of higher education (IHEs) that are owned or controlled by a foreign source or receive a gift or enter into a contract with a foreign source in the amount of $250,000 or more. This can be alone or a combination of all gifts or contracts within a calendar year.
The next reporting deadline is January 31, 2025. The Section 117 disclosure reports need to be submitted through the Foreign Gifts Reporting Portal. A failure to comply could result in enforcement action.
Technical questions for access issues about the Section 117 reporting portal can be directed to the information technology office at ForeignGiftsAccess@ed.gov.
Questions about the U.S. Department of Education’s Section 117 efforts can be directed to the compliance team at ForeignSourceReporting@ed.gov.
General information, guidance, and Section 117 training can be found on the Knowledge Center at Section 117 Foreign Gift and Contract Reporting.
