Updated foreign gift and contract data reported by institutions

Colleges and universities have reported additional foreign gifts and contracts valued at approximately $290 million since last July, according to an announcement from the Department of Education.

In a May 9 Electronic Announcement, the Department of Education’s Office of Federal Student Aid (FSA) provided updated information about foreign gifts and contracts reported by institutions.

A snapshot of the key findings of the data:

  • Since the last data release from July 31, 2024, over 529 additional foreign gift and contract transactions, with a value of approximately $290 million, were reported.
  • Over 259 intuitions have self-reported transactions from over 131 countries.
  • Between the July 31, 2024, and January 31, 2025, reporting period, sources included Canada, Hong Kong, Japan, Norway, and Saudi Arabia.
  • Institutions reporting the largest dollar amounts in foreign gifts and contracts included Harvard University, Stanford University, University of California-Berkley, University of California-Los Angeles, and Yale University.

A January 2, 2025 Electronic Announcement, summarized that institutions of higher education (IHEs) that are owned or controlled by a foreign source or receive a gift or enter into a contract with a foreign source in the amount of $250,000 or more. This can be alone or a combination of all gifts or contracts within a calendar year. Institutions are required to update their reporting twice a year and submit the information no later than January 31 or July 31, whichever is sooner.
